Site Takeover Mechanics

We changed the way that ownership of sites (Travel Gates, Claims) is handled after a successful takeover attack (i.e. after fully draining a site):
- Before, the first person to supply the drained site would claim ownership of the site for their clan. Players with low ping (fast-responding internet connection) had advantages here over players with higher ping.
- Now, the person who initiated the attack on the site will automatically claim ownership for their clan if and when the attack succeeds.
  - The supply pack that was used for initiating the attack will also be used to supply the site after the successful takeover. The "Long-Life Supplies" Power Gel is taken into account as well, so that the inital supply level of a site following a takeover attack can be greater than 25%.
